Overview of Holts Summit's Form of Government
The City of Holts Summit is a Fourth (4th) Class city under Missouri law with a Mayor-City Administrator-Board of Aldermen form of government. The Board of Aldermen consists of four (4) members, with two members being elected from each of the city's two wards. The Mayor is elected at-large; therefore, not required to live in any particular ward. The Mayor and Board of Aldermen serve two year terms, with two board members (one from each ward) being elected each year. The Mayor is elected biannually (every two-years) to a two-year term.
Regular Meetings (City Code Sec. 2-89)
Meeting Schedule and Location
The Board of Aldermen shall meet in regular session in the board room of the Holts Summit Municipal Building at the hour of 6:00 p.m. on the second Tuesday of each month, unless amended by the Board of Aldermen. When any such meeting day is a holiday, the regular meeting shall be held at such time as may be provided by the board on motion at the previous meeting. The board may, by motion, dispense with any regular meeting, but at least one meeting, regular or special, must be held in each calendar month. At the first regular meeting after each city election, the Board of Aldermen shall establish its meeting schedule for that year.
Adjournment and Reconvening
Should, for lack of a quorum or any other reason, the Board of Aldermen be unable to conduct business at the time and date set by ordinance for its regularly scheduled monthly meetings, the Mayor and the Aldermen who are present at the meeting may adjourn the meeting to reconvene the meeting at a certain date by publicly announcing at the time of adjournment, the date, place, and time the regular monthly meeting shall be reconvened. Should the Mayor and Aldermen present be unable to agree upon such date or be unable to determine when a quorum will be available, the meeting shall be reconvened seven days from the date of the adjourned meeting at 6:00 p.m. and at the same place as the adjourned meeting. All adjourned meetings of the board shall, to all intents and purposes, be continuations of the meetings of which they are adjournments, and the same proceedings may be had at such adjourned meetings as at the meeting of which they are adjournments.

The Mayor or any two members of the Board of Aldermen may call a special meeting of the Board of Aldermen by directing the City Clerk to provide written notice to each member of the Board of Aldermen and the Mayor of the date and time of the special meeting and of the matters to be considered thereat. The notice shall be given at least 24 hours prior to the meeting and posted at City Hall. If an emergency prevents the City Clerk from conforming to the notice requirements of this section, the minutes of the meeting shall specify the nature of the emergency, and the actual notice provided.

Public Meetings; Closed Meetings (City Code Sec. 2-91)
All regular and special meetings of the board shall be open to the public, provided that the board may vote at a public meeting, when prior notice has been given, to hold a closed meeting for those purposes authorized by law.
